THE INVESTMENT CLIMATE

Krasnodar Krai possesses a high investment potential and according to its rating it is included in the ten leading regions of Russia. The Krasnodar Krai region attracts 11 percent of all direct foreign investments into the Russian economy.

In 2001, 60.7 billion roubles (US dollars 2,023 billion) was invested in the productive sector of the economy, the majority of which was financed by retained company earnings (own funds), borrowings and savings of the general public. As regards the share of investments attracted to the regions that constitute the Southern Federal District of Russia, the Krasnodar Krai plays a leading role. As regards investments in new dwelling house construction, the Krasnodar Krai occupies the third place in Russia.

The competitive advantages of the region, its stable political climate and the state investment support system active since 1999, have led to a considerable revival in the interests of both foreign investors and Russian business circles in the Krasnodar Krai.

In 2001, the regional economy received US dollars 583,3 million of foreign investment of which 81% was direct inward investment. The Krasnodar Krai has investment links with 72 countries.

The most active overseas investors in the region are from the USA, Germany, Cyprus, Sweden and Great Britain. There are now 37 branch offices of overseas companies and over 800 registered ventures with foreign capital. The main spheres of activity with foreign investment are - Transport, Food & Light Industry, Trade, Catering, Construction. The largest foreign investors in the Krasnodar Krai are "Chevron-Texaco" Corporation, "Tetra-Laval Holding G.m.b.H.", "Philip Morris", "Knauf", "Pepsi-Cola" and others.

With foreign investment in the region, construction of the major oil pipeline for transportation of Caspian oil from Kazakhstan to international markets has been completed. Thanks to this project the region achieved second place in Russia in respect of the volume of attracted direct investment. Another large international project is in progress - the construction of the gas pipeline from Russia to Turkey along the bottom of the Black Sea. The length of the gas pipeline through the territory of Krasnodar Krai will amount to 370 km. It is planned to complete construction of this project in 2003.

The flow of investments into the economy has been enhanced and stimulated by a strongly supportive regional legislative base, together with taxation privileges and other mechanisms to assist investors. The Laws "On the State Regulation of Investment Activity in the Krasnodar Krai", "On the State Support of Leasing Activity in the Krasnodar Krai", "On Investment Tax Credit" have been adopted to establish the most beneficial favourable terms for all who wish to invest funds in priority industry sectors of the regional economy. Those main priority industry sectors are defined as: agriculture and foodprocessing (the agro-industrial complex), resort and spa development (the health/resort sector), development of the capacities of seaports (transportation sector), modernization of industry (re-equipment and new managerial techniques), the fuel and energy complex.

The Krasnodar Krai is open for cooperation with Russian and foreign partners. The Krasnodar Krai Administration encourages all variants for the attraction of capital, advanced technologies and management skills and ensures the most favourable national regime for the realization of investment projects.
