Today Krasnodar Krai is rated second in Russia by the volume of actual foreign investments attracted. In terms of its investment potential, it is firmly placed into the top ten Russian regions; by investment risk it ranks seventh place.
The proximity to traditional international trade routes, markets, combined with a well-developed transport and market infrastructure, stimulate international trade development with and through the Kuban. Foreign capital started to work from 1991 when first 19 joint ventures were established. Nowadays there are over 800 joint ventures registered in Krasnodar Krai. These companies have been formed with foreign partners from 72 countries. Investors from USA, Germany, Cyprus, UK and Turkey work most actively in the Krai. In 2001, US dollars 583.3 million of foreign investments, 81% of which were direct investments, were invested into the regional economy.
As estimated by the Forum participants, EBRD, Black Sea Trade and Development Bank, Russian Vneshtorgbank, Alfa Bank, International Moscow Bank, HypoVereinsbank (Germany) among them, the Forum's objectives were achieved. The Krai Administration afforded the opportunity to the representatives of Russian and foreign business circles to get first-hand information on the conditions of doing business in the region, and by the use of concrete examples, it demonstrated the positive changes that happened in the economic and social spheres in the last few years. This gave impetus to new opportunities for trade, investment and economic cooperation.
The Forum was an important stage in the continuing process of strengthening the positive image of Krasnodar Krai in the international community and it promoted new reciprocal business contacts with our region. At the Forum, the Krasnodar Krai economic situation, the trends of its further development, opportunities and challenges arising from new regional business opportunities were viewed in detail. Alexander Tkachyov, the Governor of Kuban, mentioned: «It was natural to hold the Economic Forum «Kuban-2002», as increasing the investment attraction of Krasnodar Krai is one of the priority tasks that Kuban leaders set themselves.»
Together with the representatives of business circles and international financial investors; the deputies of State Duma and the Krasnodar Krai Legislative Assembly; the representatives of the Federation Council and the Russian Federation government; of the Russian Federation President plenipotentiary representation in the Southern Federal Okrug; officials from a number of federal Ministries; major world powers embassies; Russian and foreign banks and investment funds; rating and information agencies; financial and industrial groups; directors and managers of many well-known companies already operating in the Krai; outstanding businessmen and over 200 large and middle-size Krasnodar Krai enterprises took part in the Forum. All in all, around one thousand people from different parts of the world met at the Forum. The newspapermen have already named the Forum «the Kuban Davos».
The Forum participants were warmly greeted by: the President of the Russian Federation, V. Putin, Chairman of the Russian Federal Government, M. Kasyanov, Chairman of the State Duma of the Russian Federation, G. Seleznyov, United Kingdom of Great Britain and Northern Ireland, Prince Michael of Kent.
The investment potential of the Krai was highly appreciated by the Chairman of the Russian Federal Government, M. Kasyanov, who mentioned the following in his greeting to the participants: «Krasnodar Krai - a dynamically developing entity of the Russian Federation and an extremely perspective region in respect of investments.»
In the nearest future the Kuban can accept and use investments tens of billions of US dollars worth. Alexander Tkachyov estimated the amount of investment needed is 70 billion US dollars. Krasnodar Krai is equally interested in domestic and in foreign investments.
The contribution of Krasnodar Krai into the all-Russia economy is significant: 15% of Russian grain; about 80% of rice; one third of sugar; over a half of grape production of the country, the largest sea-ports - Novorossiysk and Tuapse, transshipping 75% of all dry cargo. In addition, the tourism industry is actively developing in the Kuban. About 1,200 health-centres are located on the territory of the Krai. During the peak season circa 250,000 holiday-makers can be accommodated simultaneously in the local hotels, sanatoria and board and lodging houses. This represents one third of all Russian resorts capacity.
70 projects were included into the investment projects catalogue presented at the Economic Forum. These are mainly projects in three priority fields - transport complex (including sea-ports), food processing and resort area development. Main problems to be resolved by the Administration - to eliminate all bureaucratic barriers on the way of investors and to prepare sites for investors with the finished infrastructure.
The investors acquired particular interest to the proposals in the field of recreation and entertainment. There are suggestions to invest 1 billion of US dollars into the construction of 58 hotels and boarding houses of different class on the coast of Big Sochi.
And the 1.5 billion US Dollar project for establishing a mountain-skiing resort in Krasnaya Polyana located near Sochi will, according to the words of the Chairman of Olympic Committee of Russia Leonid Tyagachyov, greatly assist Sochi in its bid to hold the Winter Olympic Games. The state is not standing apart from this project and is intending to finance the completion of the Adler - Krasnaya Polyana road construction, and also to attract investors to the «fitting-out» of the international airport in Sochi. Besides, with over 36 million US dollars of funds of OAO «Gasprom» a gas pipeline Adler - Krasnaya Polyana will be completed.
Today not only private business, but also the Russian government is ready to invest money in the tourist complex of the Krai. German Gref noted that there would be appropriate changes made in the state budget-2003 to finance the project on mountain-skiing resort in the Krasnaya Polyana development. The money will go for infrastructure construction: highway to the airport, gas pipeline from the Black Sea coast and modernization of transmission facilities. But besides the budget funds over 1 billion US dollars of private investments are needed.
The government is also interested to complete the construction of the international airport terminal complex in Sochi with the handling capacity of 8 million people a year. According to the experts' evidence, 40 million US dollars will be needed to finalize the airport construction. It is not possible for the state to finance a costly construction like that without the share of the private capital, therefore after updating, the project will be presented to the private investors.
German Gref mentioned about the priority of the transport complex development in the South of Russia. In particular, he mentioned the objective was agreed to increase all seaports capacity in the nearest future to 150 million tones of cargo a year. The Minister named as priorities the reconstruction and construction of objects in the seaports of Novorossiysk, Tuapse and Kavkaz.
The Vice-Speaker of the State Duma, Mr. Georgiy Boos who was present at the Forum said: «If the Kuban seems unattractive for the investors, then I don't know a region that could interest them». He also mentioned that Russia was becoming exceptionally attractive from the point of view of investments, including in the fields of business and tourism.
It was for the first time at the Forum that Kuban presented «green fields» for residential, resort and industrial development. Special attention was focused on resort areas of Gelendzhik and Anapa.
The Governor of Krasnodar Krai Mr. Alexander Tkachyov acquainted businessmen with the regional strategy of the development of the economic and investment potential of the region, clarifying the policy of Krai Executive and Legislative power in this sphere. According to him, the main Forum objective was to bring to the potential investors, reliable information on the positive changes in the economy of Krai. The exhibition «Investment Gallery of Krasnodar Krai» was presented in parallel with the Forum. Here one could get acquainted with the proposals of Kuban enterprises in the fields of woodworking, machine-building, transport, small-scale power engineering, tourism, including hunting, fishing and ecological tourism. It was possible to see new technologies of the construction industry, seaport enterprises, new developments in the agricultural sector of economy, modern practices of communication systems.
During the Forum, there were «round tables» held, dealing with the development of the most perspective industries in Kuban, where the participants could discuss the pressing questions of investments, the alignment of the policy of the Krai, communicate with experts and potential investors. Practically all sectors of the Krai economy were affected: the questions of investing in farming enterprises, food processing and trade, recreation and entertainment, of developing the transport complex of Krasnodar Krai and industrial plants, of fuel and energy complex operations, and of issuing regional bonds, mortgage lending for financing construction of dwelling houses and housing and communal services enterprises.
During the Forum, eight investment agreements were signed to the amount of over 30 million US dollars. These agreements deal with designing and building of facilities in different industries and recreation area. The most interesting was the agreement on 100-km resort area development in the town of Gelendzhik signed by the Krasnodar Krai Administration and «Victoria and Alfred Waterfront» Company. The Republic of South Africa is a non-traditional partner for Kuban, but both SAR and the South of Russia have much in common that can be positively used in developing the recreation business and business relations with SAR in the future.

The Economic Forum «Kuban-2002» not only became an important stage in strengthening the positive image of the region in the opinion of the international community, but also was shown to be a serious claim for the future in the sphere of action of international investors. The Krai Administration believes that the Forum in Kuban opened the investment season in Russia.
