State priorities of economic and social development of the South regions of Russia have been approved in the Federal Program «South of Russia» for the period to 2006.
The share of Krasnodar Region comprises 58 projects representing 30% of its cost. Priorities of the program include projects of increasing the capacity of seaports in Novorossisk, Tuapse and Temriuk, survey of oil and gas resources in the shelf of Azov Sea, and the most important - the development of the resort-tourist complex. Among 58 regional projects 21 refer to the resort infrastructure. Construction of water supply objects, water drainage, sewage disposal plants and deep water drains; bank protection structure and beach restoration measures are executed with State support. The project of construction of a tourist-sports mountain-climatic complex «Krasnaya Poliana» can be mentioned as a unique one.
In 2003 the program was financed by 6.1 billion RUR including 5.5 billion RUR from extra budget sources. The implementation of 25 projects of the Program has been executed with the support of the Federal Budget. The Region has received 207 mln RUR the main part of which are directed towards the construction of engineering communications in resort cities Sochi, Anapa, and Gelendzhik. On its part Regional Administration has secured the joint financing of the program objects from regional and local budgets in the amount about 300 mln RUR. Consolidation of all financial resources allowed the operation of 15 objects and starting complexes the main part of which refers to the infrastructure of resort territories.
STRATEGY OF DEVELOPMENT OF KRASNODAR REGION
Clear Strategy of prospective development has been formulated in the Region. Taking into account interests of the state and competitive advantages the Program of economic and social development of Krasnodar Region has been formulated for 2003-2008. This Program comprises over 300 projects with overall cost over 170 billion RUR. It is supposed to finance from the regional and federal budgets 23 and 9% of financial assets respectively. It is expected to attract over 118 billion RUR from extra budget sources.
Main priorities implemented within the Program:
Creation of favorable investment and business climate for the development of the real sector of economy, small business and investment attraction. Measure of overcoming administrative barriers have been envisaged: creation of the system of business support on the principle of «a unique office window»; simplification of the procedure of obtaining permits for construction of objects and formation of the unified regional investment conducting network;
Preparation of «green sites» to attract private capital;
State support of «points of growth» creating the multiplying effect in adjoining spheres;
Increase of work effectiveness of the regional construction complex;
Development of external economic and international relations, creation of an optimal regime for the increase of export and import;
More rapid development of priority sectors (clusters) of economy:
«Transport cluster» - complex modernization of the transport infrastructure (sea ports in Azov Black Sea coasts; railway junctions at sea ports, highways to the sea ports, municipal services of Novorossisk).
«Agro-cluster» - raising of the rate of resource potential in agriculture, widening o processing facilities, development of leasing and regional agricultural machine building sector, formation of infrastructure of markets of agricultural commodities and foodstuffs, creation of the system of yields and crops insurance and the development of agro-industrial integration and cooperation;
«Tourist-recreation cluster» - increase of attractiveness and effectiveness of work of the tourist-recreational complex, bringing it to the level of international standards.
In the first stage it is envisaged to develop the transport, energy and engineering infrastructure in the resort zone of the region, to create «green sites» for investors; in the second stage it is envisaged to attract capital for the development of the tourist business and services at resorts.
«Industry and small business» - restructuring industry - creation of own energy generating facilities, development of small and geo-thermal energy generation, modernization of technological processes, establishing the manufacture of import substituting goods. Using this base it is intended to increase the competition ability of Kuban goods and the export potential of the branch.
«Sphere of paid and social services» - development of the sphere of paid services, increase of profitability and attractiveness of services including the reformed housing and communal services, solution of key social problems - realization of medical, educational and social programs, construction of objects of social sphere and housing, development of hypothec service.
«Mineral-Raw Material Base, Ecology and other Branches» - the increase of oil and gas production, raw material resources for industry of building materials and agriculture, the increase of rural population employment rate, accommodation of refugees and forced migrants.
Realization of the program measures will allow by 2008 to increase the total regional product and own profits of the regional budget by 2.5 times and to create over 100 thousand new jobs.
The main objective of the Program will be achieved on this base: the increase of the living standard of the Kuban population. In 2008 real revenue of the population will increase by 1.6 times.
In 2003 22.5 billion RUR were attracted for the realization of the Program including 5.1 billion RUR of budget resources, 17.4 billion RUR from extra budget sources. The Program has been financed by 111%.
REGIONAL PROGRAMS OF ECONOMIC AND SOCIAL DEVELOPMENT OF KRASNODAR REGION
Besides the Complex program of development the Region has adopted and is executing over 50 purposive programs the major part of which is socially characterized and directed towards the solution of problems in the sphere of public health protection, education and social protection of population. The realization of regional of purposive programs have been supported by 4.2 billion RUR including 1.5 billion RUR from regional budget.
The Program «Quality» is one of priority programs. It is directed towards securing quality and safety of products supplied to the consumer market of the region, towards protection of population against bad quality goods, detrimental for the environment and public health. The realization of the Program in 2003 has been supported by 12.5 mln RUR from regional budget.
The educational programs and the implementation of programs of computerization and unified information network establishment in the system of education over 86 mln RUR have been allocated from regional budget.
Important programs for the development of the Region are the program «Development of gasification of Krasnodar Region», «priority trends of research in agro-industrial complex of Krasnodar Region» (investigation in developing new experimental samples of agricultural machines) and «Development of viticulture and wine making».
Every year the Administration of Krasnodar Region adopts the regional Investment Program directed towards the development of housing and communal services, gasification, heat provisioning, water provisioning of rural settlements, construction of objects of social sphere. The regional budget allocated 1.3 billion RUR for the realization of this program in 2003.
